Director
Graduated in Medicine and Surgery from Universitat de Lleida and has a Master’s in Business Administration (MBA) from ESADE. He has been the director of the Catalan Health Care Service for the past three years. He was also Chairman of the Catalan Health Care Institute from 2018 to 2021, Chairman of the Catalan Medical Emergencies System from 2018 to 2021, Chairman of the Permanent Committee of the Barcelona Health Care Consortium from 2018 to 2021, Chairman of the Board of the Public Entity, Salut Sant Joan de Reus – Baix Camp from 2020 to 2021, and Chairman of the Board of Salut Terres de l’Ebre from 2020 to 2021.
His professional career has been in the areas of university teaching, health, private enterprise, and the public sector, from where he oversaw the closure of the Model prison in Barcelona.
XÈNIA ACEBES ROLDAN
Healthcare Director
She obtained her medical degree from Universitat de Barcelona and undertook her specialization program (MIR) in ophthalmology in Bellvitge. Later, she obtained a master’s degree from ESADE in Integrated Healthcare Services Management, and she studied a technical engineering degree in Computer Systems Engineering at the UOC open university. She obtained her doctorate from the Universitat de Barcelona in 2010 and later obtained a Master’s in Business Administration from ESADE.
She was the director of the patient-care department of the Catalan Health Service until November 2021, where she was responsible for macromanagement tasks in insurance of the coverage of the services included in the public health care portfolio of the Catalan government, together with the design and organization of care processes with a comprehensive, integrating and value-centered outlook, in order to include strategies to ensure quality, safety, and efficacy in the use of drugs and their pharmaceutical administration. Prior to this appointment, she was the medical director at Hospital de Mollet. In 2018, she began the process of merging the health care consortia of Alt Penedès and El Garraf, and as patient-care director, she led the project to plan the merger and integration of clinical services.
She began her career in management in 2012, first as medical coordinator (Director of Hospital Operations) at Bellvitge University Hospital and then as deputy medical director. During this time, she worked as the head of admissions and patient management, in charge of admissions to the emergency department, planning bed capacity, scheduling elective surgeries, and planning outpatient consultations. She took part in transdisciplinary and multidisciplinary plans to coordinate and improve patient access in a tertiary hospital by coordinating different levels of primary and specialist care.
XAVIER BORRÀS PÉREZ
Medical Director
He is a cardiologist who started his medical career in 1981 in the Hospital de la Santa Creu i Sant Pau. He became a Doctor in Medicine in 1991 and he has been an Associate Lecturer at the Faculty of Medicine since 1986. In addition, he holds Diplomas in Bioengineering and Information Technology Management, awarded by the Universitat Politècnica de Catalunya. He also has Master’s Degrees in Research Methodology in Health Sciences and Health Service Administration (Universitat Autònoma de Barcelona). In 2019, he was awarded the Prize for Professional Excellence of the Official Medical Association of Barcelona.
In the field of cardiology, he has developed his medical career in the areas of haemodynamics and Doppler echocardiography, becoming a pioneer in the non-invasive study of valvular heart disease and subsequently introducing the transesophageal echocardiogram in Spain. In 2000, he began working in management, initially in the field of medical information and clinical application of new technologies in the health field. He is a leading name in the implementation of electronic prescriptions and is a member of the Foundational Committee of the Shared Clinical History in Catalonia.
Working as a coordinator of Outpatient Healthcare, he is responsible for integrating processes between primary healthcare and the hospital. Since 2018, he has been the Medical Director of the Hospital.
MARGARITA ESTEVE I ORTEGA
Nursing Director
University Diploma in Nursing from the Sant Pau School of Nursing. Bachelor Degree in Nursing from the Bellvitge School of Nursing. Master in Leadership and Management of Nursing Services from the Bellvitge School of Nursing. Master in Nursing Administration and Management from the Santa Madrona School of Nursing.
She was previously the Nursing Director of the Hospital de la Creu Roja d’Hospitalet and the Consorci Sanitari del Maresme (Maresme County Healthcare Consortium).
MARIA VICTÒRIA ROVIRA I LAPIEDRA
Economic and Financer Director
Bachelor Degree in Economic and Business from the Universitat Autònoma de Barcelona and Master in Business Administration (MBA) from the Universitat de Girona and in Health Economics the Universitat Pompeu Fabra. Healthcare Management Program at IESE.
Before joining Sant Pau, she was the Economic and Finance Director at the Institut d’Assistència Sanitària in Girona.

Bachelor Degree in Law from the Universitat Autònoma de Barcelona. Master in Healthcare Organization Management from the Universitat Autònoma de Barcelona. Heathcare Management Program at IESE.
He was previously the Director of Human Resources at the Institut Català d’Oncologia (Catalan Institute of Oncology), Director of Human Resources at the Regional Management of the ICS in Girona and Assistant to the Regional Director for the Southern Metropolitan area.
XAVIER MARTIN I LLONCH
Director of Information Management and Systems
Bachelor Degree in Business Administration and Management from the Universitat Autònoma de Barcelona. Master in Comprehensive Healthcare Services from ESADE.
He has spent most of his professional career in the Mútua Terrassa group.
RUBÈN MORAGUES I PASTOR
General Services Director
Qualified as an Industrial Technical Engineer at the Universitat Politècnica de Catalunya and has a Master in Climatization and Refrigeration (UPC). Postgraduate Degree in Building Installations.
He has been the Project Manager on various engineering projects. He began working with Sant Pau as a manager on the construction of the new Hospital. In 2008, he was appointed Deputy Director of Project Management and, in 2010, he also became the Deputy Director of Engineering and Maintenance.
FELIP CARBAJO PERNAU
Secretary– Counsel, Compliance Officer
Bachelor Degree in Law from the Universitat de Barcelona. Lawyer and member of the Bar Association specializing in Administrative Labour Law.
He was previously the Director of Human Resources at the Department of Social Welfare, General Sub-Director of the Civil Service, General Director of the Barcelona Bar Association, and Director of Human Resources at the Hospitals of Bellvitge and Sant Pau.
